    The Mercer Iron and Coal Company opened the mines at Stoneboro in and has had a consecutive history in the mining industry since that time. R.P. Cann, manager of the company, is one of the ablest coal operators in the county, and has been manager of this company for thirty-five years. Mining was, of course, extremely dangerous, but beginning in , Pennsylvania law required miners (workers at the coal face) to pass a safety examination and have two years’ prior experience as mine laborers — a law that probably enhanced safety and incidentally made it more difficult for coal operators to replace strikers.
